Can you disable in-app texting?
If not, can you disable access to a particular app (i.e. picsart)?

I don't believe there is a way to disable texting within an app that supports it. That would have to be a feature of the app. As far as restricting access to a particular app you can either delete the app or set Screen Time so they can only access it for 1 minute per day.
