I can’t use cellular data

today my iPhone deleted all my apps I want to download it back but I can only use wifi and my cellular data for my App Store refuses to turn on

Ther is a limit (generally 150MB) to download apps using cellular data.

Apps "heavier" than 150MB MUST be downloded using an Wifi Connection. If you don't have it, borrow one from your friends, or ask for help at an Apple Store or AASP: Apple – Location Selector
