Locked apple pay

How do I unlock my Apple Pay? I just set it up and now it says it’s locked for some reason until I contact apple

Use: If your Apple Cash account is restricted or locked - Apple Support to determine the possibilities. The last paragraph in the Support Article states:

"If you still need help, contact us."
