When you had the apps jiggle, did you see an x on any app? If you didn't, you may need to go to Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchase > Make sure Deleting Apps is Allowed.

The Screen Time passcode would be the same passcode you used to set up restrictions before iOS moved these features to Screen Time. If you don't know that code, you will need to erase the device, by following the directions in this link exactly: If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support

Please Note: You will not be able to restore the device from backup. The passcode is held on the device in the backup and if you do, you'll put yourself right back where you are. If you have not been backing up your iPad, all your data will be lost. If you have been backing up your iPad, you can move things over, like photos, text messages, once you've erased the device and set it up again.
