My iPad locked due to input incorrect passwords. It seems that I have to restore my iPad which means I will loss my photos. Please, any recommended way on how to get my photos in this condition?

If you haven't been backing up your iPad or you didn't turn photos on for iCloud on the iPad before you locked yourself out, you can't retrieve them, sorry. Backing up is very important.
