Apple Watch 4 stuck with voice over

My Apple Watch 4 is disconnected from my iPhone. Voiceover is on over my watch. When voice over is active we can not use Siri. I tried to put on power and pressed power button to erase off all content and settings but it didn't work.

Can someone help?

Go to Watch app on your iPhone. And turn it off there.

Apple Watch not recognizing my voice. I have an Apple Watch Series 4 and it has stopped recognizing my voice for with all apps. Walkie-Talkie, Voice Memo, Siri, even phone calls and text messaging are not working. I can answer calls and hear everything fine. Could this be a hardware failure of some sort?
