Do you mean you haven't received the reset email ? If you do, you've checked the spam folder as well as the inbox, and the email isn't going to a rescue email address ? If you need iTunes Support's help for resetting the password : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you live, and which is therefore the country on the account ; click on Contact Support towards the top right ; click on Get Help under 'Talk To Us’)

Did you add a rescue mail address to the account , if not create a mail account say with gmail services https://support.google.com/mail/answer/56256?hl=en
And always keep the rescue mail address and its password different than your primary Apple ID ( Apple ID could be say example1@gmail.com or say example2@icloud.com .

Also the rescue mail address should be active , if in case it was added but not working create a new web mail address and add it , then delete the non active rescue mail address by clicking on subtract sign .
In fact you are able to enter in the account , having correct password and three answers for security questions , so the rescue mail address can be changed multiple times .
In the same Mac open a new tab ( press command and T keys ) sign in with your gmail account here in the web mail account you will see this code , come to the old tab in which apple id account is already opened , fill up the code in the fields and click on done to save .
