I recently deleted all photos from my phone but I was told that they would remain in my icloud. I also made sure that my phone and cloud were syncing before I deleted them. I checked the icloud and recently deleted and they are all gone. Let me know if you can help. Thanks!

Not unless you backed them up in a different method (external drive for example).

The only way to delete files is from the device.
Deleting photos on an iPhone will also remove them from iCloud.
So there is no way to get those photos back?
