Activation lock help on iPad mini set up

Starting over how? Did you purchase a used iPad? If you did, you MUST have the Apple ID and Password used to set up the device to begin with. If this is your situation, you cannot bypass activation lock. Apple won't help you. We can't help you. In essence if you purchased an activation locked iPad, you bought a completely useless device unless you know and can get the assistance of the person who put the lock on the iPad.

If this is not your situation, please provide more details about why you don't know the Apple ID on this device.

You can only if you have the original owner's Apple ID & password to deactivate Activation Lock.

It's a theft deterrent feature and there's no bypass or workaround for it.

The only way to proceed past the Activation Lock screen is to type in the password to the device’s associated Apple ID. There is no way around this and Apple cannot unlock the device.
