Command N works. Command t doesnt. Previously clicking on the Finder icon opened the window.

When i select Command t the top line of options changes colour but nothing else happens. I now know I can use Command N, I wasnt aware of that option.

Clicking the Finder icon in the Dock (which is what I assume you are talking about) would open a new Finder window, if there is none. If there are already one or more Finder windows, it just brings the Finder to the foreground.

Please clarify what you are doing and what is (not) happening that is different from expected.

Also: I suppose you known about pressing command-N to open a new window, or command-T to open a new tab, right?
