Generally , a web mail address is created with some mail services like gmail , yahoo ...etc and when Apple ID is created https://support.apple.com/en-in/HT204316
And then signed in with the device https://support.apple.com/en-in/HT204053
the apple id password and web mail address password are kept as same as Apple ID , the Apple ID is configured with iCloud server .
