Activation Lock

My mom's iPad has somehow been locked and she can't remember her Apple ID and password. What do I do to help her?

Tell her to use Apple's iForgot service or contact their Account Security team, or the iPad’s original owner to supply Apple with its purchase receipt and ask them to remove the lock.
