can not send messages unless on wifi
I can not send messages to iPhone users unless I am connected to WiFi. All messages send as a text. I have mobile data on and my iMessage is activated

I would contact your carrier and explain your problem, checking your plan.
Remember that: SMS/MMS must have an active cellular connection (no wifi), iMessages should work either with cellular or wifi connection.
