it said iOS 10.0 or more was needed, but looking at the software it said it was updated with 9.3.5

My wife has had a Mini iPad for several years and I recently subscribed to Norton 360 upgrade to include my iMac, iPhone and also an iPad. Trying to download the Norton to her Mini iPad it said iOS 10.0 or more was needed, but looking at the software it said it was updated with 9.3.5. Any ideas if and /or how this can be updated higher.

That's because you likely have the original iPad Mini which cannot ever be updated beyond iOS 9.3.5. It is now too old, too under powered and completely incapable of running the newer iOS levels.

To be honest, no iOS device which hasn't been jailbroken needs Anti Virus software. There are no known virus or malware threats to iOS.

But if you really do want this software on her daily driver iPad, you need a newer iPad capable of running the newer 64 bit architecture required for the newer iOS versions.
