Can I restore from an iCloud backup of my MacBook to a new (for me) iMac?

There is no iCloud backup for Macs. However, files stored on iCloud Drive can be synced to a new Mac using the corresponding AppleID.

If you still have access to the MacBook using Migration Assistant to transfer files remains the best way to do it.
