How do I unlock my unpaired watch if I've forgotten the passcode.. Tried the reboot and it told me to try again to enter a passcode in 60 minutes

I've tried this. I never get the slider to power off and I don't get the keypad what I get is the apple reboot screen and I held the keypad when it finally showed up and it shows me the keypad and then says to wait 60 minutes to reenter passcode.
It is likely you missed the requirement for charger power when trying to use the method to erase from the watch alone. Follow the steps exactly in the doc linked by ChrisJ4203
