Family sharing

I have family sharing enabled. Everyone is using their own Apple ID. It’s working for everyone in my family except for one. She cannot download an app that was previously purchased and we can do it. We cannot figure out why. She can see purchases for all family and can hit cloud. But won’t let her download and says this re-download is not available for this Apple ID because it was bought by a different user or the item was refunded or canceled. But I can download it on my phone ?

That's a completely different problem. If she is under 13 there may be restrictions on apps accessible to her; you control that in settings/Screen time. If that is not the issue contact iTunes Store support. iTunes Store - Contact Us - Official Apple Support

ALSO.....

It says this on her phone near the purchase page...

this iTunes account is setup to use family sharing with a different iCloud account than (her iCloud email/Apple ID). But I have her right apple ID (iCloud email) attached to our family in my account?

Some apps are restricted to one user. That's a choice of the app provider.

How would I know if that was the reason? Does the app say that anywhere? My son has it...and I just downloaded it to my phone by pressing the "cloud" by the app. But daughter can't.

Actually she's tried ALL of the apps we've purchased as a family....and none are working.

That's going to be difficult to resolve. She appears to have 2 Apple IDs on the phone. You've got to figure out which one is the right one and switch everything to it.
