I subscribe to a wonderful music magazine out of the UK that sends me a CD with each months issue and I love adding them to my iTunes library, but not necessarily to download to my iPhone or iPad. So when I import a cd into iTunes do the files get downloaded to my computer?
When you import a CD in iTunes the songs are saved in the library on your computer.
If you’re an Apple Music subscriber then the songs will be matched/uploaded to iCloud. If you’re not a subscriber then it’s up to you to sync the imported songs with your mobile devices.

As given, media imported into iTunes from CD will be copied to your computer. You can use playlists to control what you sync to your device. See Sync your iPhone, iPad, or iPod using iTunes on your computer - Apple Support for details.
