App Store shenanigans

I need help downloading an app I already paid for on my current device. The app was paid for on a older device , but on the same Apple ID. I simply tried everything to download it .I checked purchased with no luck next I to see if it was under hidden but didn’t find anything. So I’m stuck now confused how can I download the app I already paid for. ( The app is Bloons TD 5 HD)

Contact iTunes Support, explain the problem to them, and tell them you have the receipt. Either use the form or scroll to the bottom of the page in the 2nd link. Follow through the screens to get a chat or telephone option.  You may need to pick a problem that is slightly different than yours to get a chat option.
