PHOTOS will not close or quit.
Says it is importing photos and just spins...cannot force a Quit or close PHOTOS.

Launch Activity Monitor and force quit Photos from there. Then launch Photos again.
If still is a problem as a test launch Photos with the Option key held down and create a new, test library. Import some photos and test to see if the same problem persists. Does it? (This tells us if the problem is limited to your current library or is more wide spread)
Then try opening your original library again and test for the problem.
