Ringtone level on incoming calls

When a call comes in, I hear ONE ring only. After that rings seem to be silenced. Why? Unless I have it on Do Not Disturb, I want to hear each ring loudly...not just one ring only.

I think I got it working now so it continues with a loud ring until I answer it.
