my ipad is showing support.apple.com/ipad/restore but my pc wont recognise this

To restore the iOS to your iPad you need to connect the iPad to your computer running iTunes on the computer. Follow the instructions here:

Which version of Windows is your PC running? Which web browser are you using (ie. Chrome, Firefox, Internet Explorer, Edge, Opera)? Have you tried using a different web browser?
