My MacBook Air says that it’s updated but it’s on 10.9.5 and it needs to be higher so I can be able to download app but it won’t update

How do I update my MacBook 11inch, Mid 2013 to 10.12 know that when I go update it for software update or the app store it says it’s up to date but it’s on 10.9.5
