No sound when I receive a Text Message on iPhone 6S, iOS 12.4.1 - All other sounds seem to be normal. Couldn't find an obscure switch - it wasn't the Settings/Sound nor the Settings/Notifications. Did find a solution from support forum - I'll share it.

click on the small i in a circle at the upper right of a message from a contact (such as your wife) that is not giving you an alert. turn off “hide alert” and it should now give an alert from that person.
