Use iTunes Sync: Sync your iPhone, iPad, or iPod using iTunes on your computer - Apple Support

Note: Photos synced to your iPad cannot be removed directly on iPad. If you ever want to delete any synced photo, you will need to again use your computer and iTunes to remove them.
