if my iCloud was backed up yesterday, can I reset my phone as new and still have all of my stuff?

If you restore to the backup you will have it roughly as it was at that time (what you will get back will depend upon what you had included in the back up ; purchases no longer in the store won't be restored, neither will non-store purchases in the Music and TV apps) : Restore your iPhone, iPad, or iPod touch from a backup - Apple Support
