Sorry, but unless you know and can reach the previous owner whose ID the iPad is locked to, you have purchased a useless brick. Apple won't help you. We can't help you.

You will have to locate the person whose account it's locked to, nobody else (including Apple) can potentially help you. Or take it back for a refund.
