I brought this Apple Watch online and when I received the Apple Watch I tried to connect it to my phone but it’s saying I need the previous owner Apple ID and password but now I can’t get in touch with the previous owner

Then the watch is worthless to you, you've ran into this Turn off Find My iPhone Activation Lock - Apple Support if you used a 3rd party site, then report the seller.
