I boought 200 gb icloud for my photo and videos (83.12GB). But now only 4.7 gb are kept in icloud. How I can keep my all photo/videos?

You are welcome. Restarting the sync starts everything over, but if you get convinced it had stopped, try Settings/Your Name/iCloud and slide off Photos syncing. Wait a few minutes and then slide syncing on. Allow time for syncing to occur.

Last resort - have you tried signing out of iCloud and then sign back in?

How long have they been syncing? With that many photos/videos, it could take a couple of weeks or more to finish syncing to iCloud. The sync is very, very slow.
