If your iPad has been on iOS 10.3.3 for some time, it's likely a 4th gen iPad 4. That iPad is simply too old, too under powered and completely incapable of running 64 bit software, which is required for the newer iOS levels.
If you need or want the newer iOS levels, it's time to buy a newer iPad capable of running the newer levels.
What iOS version isn't it on, what model is it ?
I don't know what model it is. It is still running IOS 10.3.3
