What if I do not know the previous owner?

If there is an activation lock on an iphone 4s, how would I unlock it if I don't not know who the previous owner is?

Only the person whose account it's locked to can potentially help you, Apple won't remove activation lock from second-hand devices. Contact the person or store you bought it from
