I'm not sure I understand your question. This might help.

If you have an iPad, but do not have an iPhone, you can only use iMessage on iPad to message with other iO.S users.

If you have an iPad and you do have an iPhone, you can forward messages from your iPhone to your iPad, giving the ability to text to anyone in your contacts list, even those with Android.
