icloud activation lock, Owner not reachable?

I bought a preowned ipad mini which was working fine until ios11 update installed. thereon it started prompting Activation lock unsuccessful message when i try to reach its previous owner he does nt respond and when i contacted apple support they say that my money on the ipad is lost.

Thank you in advance if anyone can suggest me a resolution.

Unfortunately, without the cooperation of the previous owner, that iPad will be useless. There is no resolution "without the cooperation of the previous owner."
