My iPhone has been stolen

My iPhone has been stolen on 12/09/2019 and thief changed my password in iCloud and other social networks. Also, he deleted my account from smartphone and disable function ' Find my iPhone'.

I've already recovered passwords, but I want to know: how can I blocked my phone so that the attacker could't use it?

I have all documents and box with IMEI.

I talked to the police, but they do nothing, and time goes on. Need your advice.

Heres a link to apples site on stolen phones. scroll down to the Find My iPhone isn't enabled on your missing device option and see if that helps.
