Both ipad's have icloud turned on, with everything syncing and ibook with“Sync Bookmarks and Notes”, but for some reason the book won't sync over, it was bought on the same apple ID as both are logged into, on the iPad 2, but does not show on the iPad Air 2.

If the book is still in the store and you are using the same account (and if you haven't hidden it), you should be able to redownload it from the store on the Air 2 : Redownload apps, music, movies, TV shows, and books from the App Store, iTunes Store, and Apple Books - Apple Support

1) The book is in the library of the ipad 2
2) Even with icloud and going into purchases on the ipad air 2 its not shown and its not hidden either
3) There is no option to redownload it, it's not there at all
1, iCloud lets you copy non-bookstore books and epubs between devices.
2 and 3, if the publisher has removed the book from your country's store, or if you've moved countries since buying it, you won't be able to redownload it.
Nup, already tried this and it doesn't work
Why doesn't it ? Is the book still in the store ? If it is, and if you are using the same account in the app, what happens when you try to redownload it ?
1) Well, it won't copy it ... soo idk
2) It's not, i can still search the book on the store on the air 2 but it wants me to buy it for $14 or whatever
1, it won't copy if it's a Bookstore purchase.
2, if it's showing a price it's either a different version of the book, or you've hidden it.
1) It was bought on the ibook store? I'm confused what a bookstore purchase is
2) It's not hidden and its the same version.
1, the iBookstore was renamed to Bookstore.
2, if it's the same version of the book, same account, same country, not hidden, it will show for redownloading.
