Online from a private seller? If that is true, it very well may have had a battery replaced and if it did and the battery was not replaced by Apple, then battery health is not available. This is most likely what you're experiencing.
If you buy from a private seller, you take your chances on getting a phone which my or may not work perfectly.
No. There is absolutely no way to fix it.
Depending on how low the iPhone's battery is it can take from 3 - 5 hours to fully charge an iPhone.
Did someone other than Apple replace the battery?
If you had your iPhone battery replaced by ANYONE other than Apple, you will no longer see Battery Life on your iPhone.

I never do I replace on it ,I don’t know if someone did before I buy it ,I buy it online
Then I can safely say your battery was replaced by an unauthorized provider and that''s why you can't see the battery health status.
