Do I have applecare if a device is not eligible for additional coverage?

Call your Apple store near you in the USA and ask for the Apple Care 800 telephone number and call them and it still works for me by using my old iPhone 6+ and a Apple computer voice will asked you a few question so the Apple computer can direct you to the right person to solve your question(s) you start off with a level 1 person then if a level 1 person can't solve your question then you go to a level 2 person and so on to a level 9 person the highest level.
