how can i restore contacts if my iphone was lost?

If you were syncing them to iCloud, they should be there (on a computer open www.iCloud.com
and check there. Should be this case you can export them).
If you didn't sync them to icloud, they should be in a backup (if you created it). No backup=No recovery.
