I only want to change the photo on my home screen but I can’t figure out how. It wants to only change the lock screen. I have an iPhone 10.

Do you get the option to "Set Home Screen" as shown in the last screen shot in: Change your iPhone wallpaper - Apple Support
Do you get the option to "Set Home Screen" as shown in the last screen shot in: Change your iPhone wallpaper - Apple Support
When you select a different wallpaper, tap Set and then you should get the option to pick the lock screen, home screen or both.
