iOS 13 on iPhone 6S: what happened to two finger swipe to read screen?

Since I installed iOS 13 on my iPhone 6s, I can no longer get text to speech by swiping two fingers from the top of the phone. On my iPad running iOS 12.4.1 this function is working as expected.

Thank you ckuan. However, there is no such microphone icon and I don’t expect there to be such an icon. I’m simply trying to hear the text on the entire screen to be read to me. I have rechecked my accessibility settings and toggled them. Attached is a picture of what is invoked by swiping with two fingers from the top of the phone.
