How can I disable the URL link previews in Apple Mail when hovering over a link or graphic in an email message? I find them annoying and would prefer it only work when I click on the small gray arrow. Unfortunately, they always appear after just a few seconds.

Afraid not.
There is a setting to delay the default time (1 sec or 1000 ms) that these hover messages take to appear.
Quit Mail. Open the Terminal. Enter the following which will immediately (no reboot) change the default Mail tooltip delay from 1 second to 5 seconds:
defaults write com.apple.mail NSInitialToolTipDelay -int 5000
There is no user control in Mail to disable the URL link hover preview. All you can do is not hover until you are ready to click the link, or cope with the existing configuration.
If you mean the labels that appear there's no setting to disable them I'm aware of.
