Can’t get notifications when iPhone 11 is locked

My iPhone 11 is not in silent or “do not disturb mode, the volume for all notifications is turned up fully, the switch isn’t set to silent mode, and I have all notifications turned on in my settings however when I lock my iPhone 11 my phone doesn’t give me notifications. My Apple Watch will go off but not the phone itself, not even when I get a call.

I do get the notifications when my phone is unlocked however.

I have reset the phone fully, turned it off and on again and even manually set all settings and still not able to get anything when my phone is locked.

Try going to settings --> Notifications and make sure "show preview" is set to "always." I had mine set to "always" in iOS 12 but when I updated to iOS 13 it somehow reverted back to "when unlocked."

I have same settings as you but I still have this problem. In "Do Not Disturb" settings, I have it OFF. In there under "Silence" there's Always and When iPhone is Locked. Those are the only choices. "While iPhone is Locked" is checked off for me which means "Incoming calls and notifications will be silenced while iPhone is locked". There's no other choice. I don't want Always. I believe this is what's causing this problem. Help please!
