Blocking Callers

Is there a way to block callers based on their Caller ID and not their Phone Number. I am getting daily called from a "No Caller ID" with no phone number and from 14 different phone numbers from a caller ID of "Kingston, Surrey County, Jamaica". I need to figure out how to stop this.
