adding back deleted app w/o being double charged?

How can I add back an app that I paid for but didn't want. Apple says Im not eligible for a refund. I deleted it thinking that would cancel my subscription. I'm afraid to download & get charged again but I want to use it if I'm forced to buy it. Thanks!
