ios 13.2 changes to Find my iphone

In previous ios versions there was the ability to log into someone elses find my iphone app with your apple ID and find your phone.. it seems this ios does not allow that.

logging into icloud would be impossible if my phone were truly lost as I would need the ability to authenticate via two factor authentication.

Does anyone know if I am thinking about this wrong? Is there a way to log into someone find my app with your credentials and not theirs?
