How do I export all of my photos from iCloud onto my new iPhone? Only some of them were backed up on my old phone so I'm missing pictures on my new phone.

If you were syncing photos with iCloud, have you signed in with the same Apple ID in Settings/Your Name/iCloud and turned Photos syncing on? Allow plenty of time for the sync. It is very, very slow.
