Does the sidecar feature of MacOS Catalina support iPad Mini 4 for a second display/monitor?

Does the sidecar feature of Catalina supports iPad Mini 4 for a second display/monitor?

I don't know if sidecar supports and old iPad mini 4, though the iPad has been updated to the IpadOS 13.1.2. Had been trying to connect my Macbook Air and the iPad mini4 but it seems its not detecting my iPad. Uses same wifi network, connected both via bluetooth. turned wifi and bluetooth on/off but to no avail its not working.

Any insights?

Thanks
