Time machine does not appear to be working. I am unable to get to the application
How do I make sure Time Machine is working? I cannot get to the program to verify the activity

On your top toolbar, you should see the TM icon click on that and it should display latest backup. If you don't have that in your menubar then go to System Preferences > Time Machine and you should see it there.
