After installing Safari 13.02 my Favorites page opens blank with text that says "show less". If I push show less it shows two rows of favorites and offers a "Show more" option. I push that and all my favorites show. It's a major pain to go thru this process each time just to show my Favorites.
I reinstalled Mac OS X by holding command-R at startup and it installed Safari 12.1.12 which works perfectly. My suggestion? Don't install Safari 13.02.
If you want to, you can send Apple feedback. They won't answer, but at least will know there is a problem or a suggestion for change. If enough people send feedback, it may get the problem/suggested change solved sooner.
