This isn't 'live chat', these are user forums, you sometimes have to wait more than 3 minutes for a reply.


Contact iTunes Support in the country where you live (and which is therefore the country on the account) and see if they can/will re-enable it : If you see a message that says 'Your account has been disabled in the App Store and iTunes’
